A dark photo is fine: the dark is the problem. Pick what is wrong, such as a broken streetlight, an unlit underpass or overgrowth, and send.
You can hide your name on a report. Moderators still see who sent it.

Night heads-up
A nudge near clusters of verified spots
On Android, the app can warn you after sunset when you are near an area with two or more spots volunteers have verified as unsafe and that are not fixed yet. It is off until you turn it on.
It needs location access set to "Allow all the time", warns at most once per area each evening, and only between sunset and sunrise. It is a reminder, not a guarantee.
